In Memoriam To The Victims Of The Dragon Boat Mishap: Building Our Youth For The Future

Penang has generally been overwhelmed by deep sorrow over the tragic loss of a teacher and 5 students of Chung Ling National Type Secondary School during the dragon boat training mishap in waters off Macallum Street Ghaut on Sunday 17 January 2010. These are no ordinary students and teacher.

Goh Yi Zhang, 17, Brendon Yeoh, Wang Yong Xian, 16, Jason Ch’ng, 17, and Cheah Zi Jun, 17 were top students, the creme de la creme who excelled in academic studies, extra-curricular activities and social involvement. The teacher Chin Aik Siang, 28, was even more outstanding scoring straight As in STPM. Living in a low-cost flat in Bagan, Chin qualified to study medicine but switched a few weeks later to his love, teaching.

And this is no ordinary school. Chung Ling is amongst the top schools in Penang and still produces some of the top students. Its alumni rank amongst the captains and leaders in economics, education, politics and industry be it manufacturing or services both in and outside Penang. And the school dragon boat team is the top in the state. Read the rest of this entry »

A landmark shura council

CENTURIES back, tribes in Arabia were said to have each consulted a gathering of elders and community leaders for guidance in making decisions for the people. The use of such a council, called the “shura”, was meant to act as a congenial forum for decisions to be made in an air of mutual respect and responsibility. The shura formed one of the key characteristics of governance in the region during the early Islamic period, and even before the religion rose to prominence.

There was an interesting development in Penang last week when the Pakatan Rakyat state administration formed the first ever shura gathering for any government in the country.

Chief Minister Lim Guan Eng launched the Penang Shura Council which brought together some 30 persons from Islamic agencies and NGOs, as well as syariah lawyers, before it convened its inaugural meeting at his office last Friday. Read the rest of this entry »

Penang to produce transport master plan

Appointment as Member of the Penang Transport Council

In efforts to combat traffic congestion in Penang, the state government hopes to produce a master plan encompassing a mass transportation system.

Chief Minister Lim Guan Eng said among the modes of transportation proposed are hybrid buses, monorails, trams and water taxis.

“We need the Penang Transport Council to deliberate and make suggestions,” he said.

Lim said while waiting for the recommendation from the council, the state government will adopt interim measures to help with the traffic situation, which will be unfolded within the next few months.

“The measures taken are based on the three ‘P’s – ‘Pendidikan, Penguatkuasaan dan Project’ (Education, Enforcement and project,” he said.

Lim also said the master plan would include construction of better roads and highways and proper traffic management through one-way street system and Intelligent Transport System.

He said this at the appointment letter presentation to members of the Penang Transport Council at Komtar today.

Among those in the council are State Executive Council members Chow Kon Yeow and Lim Hock Seng, Bukit Bendera MP Liew Chin Tong, Pantai Jerejak assemblyman Sim Tze Tzin, Citizens for Public Transport (Cepat) co-ordinator Dr Choong Sim Poey, NGO activist Ahmad Chik, Socio-Economic & Environmental Research Institute (SERI) CEO Dr Leong Yueh Kwong, USM lecturer Dr Leong Lee Vien, engineers Low Swee Heong and Lim Thean Heng.

At a press conference, Chow, who is also the council chairman, said the 20 members have a two-year term.

Asked when the master plan would be ready, Chow did not give a time-frame, but said the working group is looking into previous studies done on Penang’s traffic situation, and after thoroughly studying them and identifying the gaps, a proposal will be produced and forwarded to the state government.

Forum on Penang’s growth potential

A TWO-DAY forum with the theme ‘Restructuring and Reshaping Penang’ is scheduled to take place at the E&O Hotel in Penang beginning on June 1.

Penang Chief Minister Lim Guan Eng’s policy advisor Liew Chin Tong said the forum was aimed at providing a platform for assessing Penang’s past achievements, present capabilities and future growth potential.

“This is a most pressing and relevant question in the present global economic crisis and in the era of rapid changes and globalisation.

“Revamping strategies for new growth directions and the creation of a more equitable society will also be explored as Penang strives to find its niche in the new globalised environment,” he said.

The forum is jointly organised by the Socio-Economic & Environmental Research Institute (SERI) and the Institute of Southeast Asian Studies (ISEAS) Singapore, in collaboration with Penang Development Corporation, InvestPenang and Khazanah Nasional Berhad.

Liew added that this was a pioneering initiative of regional collaboration between SERI and ISEAS, which shared many common core objectives as well as placed a high value on research based on sound analysis.

“The intellectual exchange between different institutes on current critical and strategic issues will be of mutual benefit.

“The targeted audience of the forum will be the senior ma- nagement of the public and private sectors, as well as non-governmental organisations,” he added.

The fee to attend the forum is RM350 per participant and the closing date to register is today.
